Outside of enrollment periods, you can enroll in the Health Insurance Marketplace if you have a qualifying life event like getting married, having a child, recently moving into Delaware and others.

It’s important to remember that open enrollment ended on March 31, 2014 so unless you have a qualifying life event, you won’t be able to get health coverage through the Health Insurance Marketplace until the next annual enrollment period which begins on November 15, 2014 for plan year 2015.
Enrollment for Medicaid and CHIP can occur at any time of the year.
