Change is necessary to improve how we deliver care, and what we’re paying for it.

Dr. Kara Odom Walker, Cabinet Secretary, Delaware Department of Health and Social Services

Voices for change: “We are something like thirtieth in health care rankings, but we’re spending a lot for that care. We’re spending at a rate that puts us at third-highest per person in the United States.”

The health care spending benchmark benefits everyone in your constituency.

Health care costs consume 30 percent of Delaware’s budget. Something must be done to contain these costs. The health care spending benchmark will align health care costs with the state’s economic growth. Historically, spending benchmarks have been set annually for every other important segment within Delaware.

  • The logical and responsible thing to do is to set a benchmark for spending for the fastest-rising expenditure in our budget.

  • A set of strategies has been designed specifically to control rising costs through improved efficiencies.

  • We will be working to improve the effectiveness of care by being more efficient in all we do — and asking all the stakeholders in the state to do the same.

Strategies for success

  • Reducing the costs of health care to make the budgets of families, businesses, and government agencies more manageable.
  • Connecting constituents to more efficient and effective care, resulting in a healthier population.
  • Creating a reputation for health in our state that can open the door to partnerships, acquisitions, and expansions.
